Local governments save time and money
Using new IT technology local governments can, from now on, improve operational efficiency, gain a better overview and save money. Local governments currently have several different IT systems within the same local government, which means that it takes time to get a complete overview and to utilise this information.

This new tool compiles data from the different systems, and thus gives the political and administrative management within the local government a good basis for management and quick decisions.

Using the new IT tool it will be much easier, for example, to identify which team within home care services works best, it will be easier to identify the reasons for sickness absence and to see whether or not measures that have been implemented against sickness absence have been effective.

Lillehammer municipality will be the first to use the tool, and the goal is that it will be possible to start using the new IT package towards the end of 2010.

Background

The software company Business Analyze AS, the operating company IKOMM AS, Lillehammer municipality and Innovation Norway (grant) are assisting with the project, which has been given the title "Analysis Package for improving efficiency and management control within the public sector". The aim is that this will become a standardised software package, which is adapted for use within the public sector, where phase 1 is the organisation of management information within the health care sector (nursing and healthcare).

The project will provide an interface that makes it easy to get started and ensure that the information that is presented will be more timely and easier to understand. Cost drivers such as wages, mandatory health care services and sickness absence are important factors.

Innovasjon Norge has provided a grant for the project. "This is a very exciting project, and we feel that this is an innovative and ground-breaking solution that may benefit many local governments", said Anne Mette Iversen, senior consultant at Innovation Norway.

Completion of the IT package is planned for towards the end of 2010. Local governments around the country can then start using the solution in their IT systems. R&D Manager at Business Analyze, Frode Svensson said that they are interested in making contact with local governments that would like to try out the product when the early versions come out.
"The tool will give political and administrative management at all levels a better overview and insight. Not least, it will be much easier to make decisions when the data are collected in a tool that analyses data from different sources and systems. The data can be set up against each other and provide additional information. We believe this will be an excellent tool for the local governments and also for the county authorities.", said Bjørn Lie, local government manager for the municipality of Lillehammer.

IKOMM will make deployment of the package easier so that local governments will not require big, heavy integration projects to get started. "Quick, flexible implementation means that the local governments can promptly focus on facts", said Morten Rønning, general manager at IKOMM AS.

"We are convinced that this will mean major national socio-economic savings in the long term", said Jan Tore Meren, who is the chairperson of the board of Business Analyze AS.
